Lease Compliance Specialist
The Lease Compliance Specialist performs duties under the direct supervision of the Lease Compliance Manager. The Lease Compliance Specialist is knowledgeable about applicable tribal, and federal standards, including HUD regulations. This position will manage the process of residents' recertification, rent increases, utility allowance changes, controlled expenses and tenant satisfaction.

Essential Duties and Responsibilities: 1) Assist the Lease Compliance Manager in preparation for all site reviews, Management and Occupancy Reviews (MOR), Low Income Housing, Tax Credit (LIHTC) Reviews, and Mutual Help Ownership. 2) Assist Manger to maintain counseling and consumer education for low-income tenants. 3) Assist Manager to review and upgrade the Lease Compliance Department. 4) Maintain a comprehensive record keeping system. 5) Implement Native American Housing Assistance and Self-Determination Act rules and regulations pertaining to housing tenants. 6) Create an understanding between 1937 Housing Act and NAHASDA regulations to low-income tenants and community members. 7) Prepare all paperwork for the On-Site Property Manager for final approval prior to tenants moving in or transferring to different units. 8) Update and maintain accurate resident information; submit required company, governmental, or agency reports. 9) Maintain occupancy level of 97% or better; help develop tenant marketing plans for the property; keep track of tenant applications on the "wait list;" determine if applicants are income and program eligible; make appointments with prospective tenants; show available units to prospective tenants when ready for occupancy. 10) Implement the resident selection procedure to ensure adherence to the Affirmative Fair Housing Marketing Plan and Resident Selection Criteria, including all targeted occupancy requirements identified in the governing documents.11) Re-certify applicants for admissions to the housing program. 12) Assure all potential lessors understand fully the responsibilities that accompany participation in the housing program. 13) Conduct occupancy interviews with families selected for rental units explaining the program, rent calculation, and rental lease. 14) Establish and maintain up-to-date counseling and consumer education file and record on every tenant and home owner. 15) Complete annual re-certification for all occupants of low rent and mutual help home, including a determination of whether a unit is still adequate of family needs, a determination of whether the lease must be executed by a new head of household, and recalculation of the rent or monthly payment. 16) Handle inquiries from and about applicants and residents in the community. 17) Assist in developing a counseling program to create a relationship between the FBHA and tenant that encourage independent responsibility of the tenant. 18) Have a general understanding of counseling methods. 19) Understand the Rental Lease Agreement and the Mutual Help and Occupancy Agreement which Govern the rights and responsibilities of FBHA and the tenant. 20) Determine when legal action is required and what remedies are available prior to court action. 21) And other duties as assigned.
